Joisa holds a bachelor's degree in Economics from the Federal University of Rio Grande do Sul (1990), a master's degree in Economics from the same institution (1995), and a PhD in Economics from EPGE Brazilian School of Economics and Finance at Fundação Getulio Vargas - RJ (2001). She served as Director of the Brazilian Electricity Regulatory Agency (ANEEL) from 2005 to 2009. In 2010, she was a Visiting Scholar at the Harvard Kennedy School of Government, Harvard University. She has been a professor at Fundação Getulio Vargas - RJ since 2010. Joisa has experience in Economics, focusing primarily on the following areas: Regulatory Economics, Energy Economics, Auctions, Experimental Economics, Organizational Theory, and Contracts. She has been the director of the Center for Regulation in Infrastructure (FGV/CERI) since 2010.
