Da Costa conducts research in the area of Public Sector Economics, focusing on the optimal design of social insurance policies and income distribution. Prior to joining FGV/EPGE, where is Professor, he worked at the National Treasury Secretariat, where he was involved in the Strategic Planning of Public Debt and in the Secretariat of Economic Policy, where he worked in topics related to public finance and labor market policies. Since returning to academic life in 2003, Costa has served three times as a board member of the Brazilian Society of Econometrics, once as a board member of the International Institute of Public Finance (IIPF), and is currently an associate editor of the Brazilian Journal of Economics. Costa's work has been published in important journals in the field, such as the Journal of Political Economy, Journal of Economic Theory, Journal of Public Economics, International Economic Review, and Review of Dynamic Economics.
